The “Africa InCORE – Integrated Corridors for Economic Growth in Africa (Support to PIDA)” programme strengthens the AU’s efforts to plan and implement integrated, climate-resilient, and trade-enhancing infrastructure corridors under the continental Programme for Infrastructure Development in Africa (PIDA). Implemented by GIZ on behalf of BMZ and the European Union (EU), Africa InCORE supports the African Union Commission (AUC), AUDA-NEPAD, and selected Corridor Management Institutions - such as the Central Corridor Transit Transport Facilitation Agency (CCTTFA) - to improve early-stage project preparation through the Service Delivery Mechanism (SDM), develop continental frameworks, advance priority cross-border infrastructure projects, and promote regional integration, private-sector participation, gender equality, and inclusive economic growth.
Tasks to be performed by the contractor
The contractor is responsible for providing the following services:
• Data Audit and Correction: Conduct a full data audit of the existing shapefile repository (1,000+ files) across the AU's 38 recognised transport and infrastructure corridors. The contractor is explicitly expected to correct incomplete or flawed data, which includes fixing geometric invalidities, standardizing attribute consistency, and ensuring coordinate reference system (CRS) integrity
• Reconcile and harmonise the "Transport Corridors Simplified" master file against the raw source shapefiles provided by GIZ, resolving discrepancies and documenting data lineage. "Reconciling" is strictly defined as snapping overlapping geometries, removing duplicate features, and standardizing attribute fields. The contractor must maintain a Data Processing Log detailing all corrections and modifications made to the GIZ-provided baseline files.
• Independently identify, source, and integrate data to fill critical gaps not covered by the GIZ-provided baseline, specifically:
1. Active but also prospective (if information is available) industrial and commercial mining and extractive-site locations along/near each corridor
2. Major commercial maritime ports, dry ports and central logistics hub infrastructure
3. Corridor buffer zones: The contractor must propose a standardized buffer distance (e.g., 50km, 100km, 200km)
• The contractor must clearly document, for every gap-filled layer, the source, publication year, retrieval method and date, and confidence/quality level of the data added, license (if applicable), process undertaken so GIZ can distinguish GIZ-provided from contractor-sourced content.
• Build a clean, structured, high-fidelity GIS geodatabase with standardised naming conventions, attribute schemas, and metadata, incorporating the baseline data for all 38 corridors and the highly detailed infrastructure layers for the 15 priority corridors Since GIZ does not have predefined standards for this dataset, the contractor must develop a draft Data Dictionary (including naming conventions, attribute schemas, and metadata standards) the contractor will build a clean, structured, high-fidelity GIS geodatabase applied consistently across all corridors.
• Produce one (1) baseline continental map showing all 38 corridors, and fifteen (15) highly detailed, poster-quality cartographic maps (print-ready, minimum 300 DPI, standardised legend/template) suitable for high-level AU and donor presentations.
• Deliver a replicable methodology workflow (data audit checklist, schema template, symbology/style files, and a sourcing protocol) alongside the final geodatabase to ensure consistency and future maintainability by GIZ partners.
• If certain corridors need a more advanced mapping with e.g. more details, the contractor is required to produce updated maps.
• Report regularly to GIZ
Work Package 2: Capacity Building & Training
The contractor will design and deliver two (2) hands-on GIS capacity-building training programs for up to 12 project partners/staff. These 5-day training events will be conducted annually and will focus on building independent spatial mapping and analysis skills using open-source tools (QGIS). The contractor is responsible for developing the curriculum, providing training materials, and conducting the sessions. The curriculum must follow a structured progression:
• Year 1: Introduction to GIS (Introduction to spatial data, GIS software basicis, data manipulation and visualisation).
