General Objective
To establish and operationalize National Coordination Platforms (NCPs) as a structured mechanism for improving coordination, data collection and reporting on the water and sanitation sector progress in alignment with continental and global reporting frameworks.
Specific Objectives
i. Strengthen national coordination. Facilitate collaboration among stakeholders like national ministries, agencies, utilities, UN agencies, civil society, and development partners to standardize reporting processes.
ii. Standardize data collection. Ensure consistency in data collection aligned with WASSMO, Ngor, AIP, and global reporting requirements.
iii. Improve monitoring and reporting. Improve the quality, timeliness and completeness of national data submitted to continental and global reporting frameworks.
iv. Capacity Development. Build institutional, technical and cooperation capacity for data management, reporting, and use in decision-making.
These objectives will help achieve the goal of improving reporting on the performance of the water and sanitation sector in Africa.
Team leader
Tasks of the Team Leader

- Overall responsibility for the advisory packages of the contractor (quality and deadlines)
- Coordinating and ensuring communication with GIZ, partners and others involved in the project
- Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting the National short-term experts
- Regular reporting in accordance with deadlines
Qualifications of the Team Leader

- Education/training (2.1.1): university degree - master’s degree in water resources, information management, natural resources, statistics or related field
- Language (2.1.2): C2-level language proficiency in English and C1-level language proficiency in French.
- General professional experience (2.1.3): 10 years of professional experience in the water/ environment sector with knowledge of water sector data management and national, regional and global reporting frameworks
- Specific professional experience (2.1.4): 8 years of experience in data management, monitoring and evaluation in the water sector with experience in supporting strengthening data management/ reporting interventions
- Leadership/management experience (2.1.5): 5 years of management/leadership experience as project team leader or manager in a company
- Regional experience (2.1.6): 5 years of experience in projects in Africa region
- Development cooperation (DC) experience (2.1.7): 2 years of experience in DC projects
Short-term expert pool 1 with 5 members – Country NCP Expert
For the technical assessment, an average of the qualifications of all specified members of the expert pool is calculated. Please send a CV for each pool member (see below Chapter 7 Requirements on the format of the bid) for the assessment.
Tasks of the short-term expert pool 1

- In close liaison with the Team Leader, responsible for timely implementation of the tasks in the approved workplan in his/her country of assignment
- Reporting to the Team Leader of the implementation progress.
Qualifications of the short-term expert pool 1

- Education/training (2.6.1): 5 experts with university qualification in master’s degree or equivalent in water management information management, data science, natural resources, public health, statistics or related field.
- Language (2.6.2): with C2-level language proficiency in English (for assignments in anglophone member states) and experts with C2-level language proficiency in French and B2-level language proficiency in English (for assignments in francophone member states)
- General professional experience (2.6.3): 5 experts with 8 years of professional experience in strategy/ project development and implementation professional experience in the water/ environment/ health sector with knowledge of water, environmental or Health sector data management and reporting frameworks. Knowledge of national and global water data reporting systems.
- Specific professional experience (2.6.4): 5 experts with 5 years of professional experience in data management, monitoring and evaluation in the water, environment or health sector with experience in supporting strengthening data management, capacity building and reporting interventions. Good network in the respective national water, sanitation and related sectors.
- Regional experience (2.6.5): 5 experts with 5 years of experience in country of assignment.
- Development cooperation (DC) experience (2.6.6): 2 years of experience in DC projects in country of assignment
- Other (2.6.7): 2 years of management/leadership experience as a team leader, project coordinator or manager in a company
